In my opinion, you have shown beyond any reasonable doubt that the Judiciary and Justice are not always the same.
When I was studying Law to become a Chartered Accountant, legislation had a “Purpose and Intent” preface. If the wording of the legislation was ambiguous it was interpreted by reference to the “Purpose and Intent”. This helps to avoid the Judiciary and Legal Counsel for fantasizing the interpretation of the Legislation and making determinations that are wrong in law.
You may recall the old saying “Justice must be done and be seen to be done”. In my opinion, the Judiciary need to have this in mind when they make their determinations and judgements.
I suggest that your Presidency require all new legislation to have a “Purpose and Intent” preface. Also, setup a legal team to define and legislate a “Purpose and Intent” preface for existing legislation.
The “Purpose and Intent” of 2% LIBERTY TAX is crystal clear “To make manufacturers and producers in America, Australia and aligned Nations competitive against the BRICS Nations to return balance to the World Economy and Financial position as a prelude to PEACE”.
